This is what logic says. The user should be aware about the status of his country in some juridictions before deciding to use any service especially if it is money involved. However I think that the automatic geo-blocking is much more efficient for both parts the service and the user.
If I find my country isn't on the restricted regions list, I can use the service. But I have to check that list everytime I travel to a new country if I want to keep using that service.
